Commission appoints Construction Reform Program Director

July 28, 2011 (COLUMBUS) Ohio School Facilities Commission (OSFC) Executive Director Richard Hickman today announced the appointment of Craig Weise to the position of Construction Reform Program Director.

Weise’s responsibilities will include coordinating with the Ohio Department of Administrative Services (DAS) and the State Architect’s Office (SAO) on the implementation of public contracting administration changes that were approved in the recently passed state biennial budget (HB 153). The reforms, which represent the first systemic change in public contracting law in Ohio in over 130 years, allow the state of Ohio and local governments to use alternatives to the multiple prime contractor method. These alternatives, which allow for a single entity to hold administrative oversight on a project, are expected to provide significant savings on the cost of construction.

Weise, a resident of Groveport, is a former State Architect, and previously worked at OSFC as Deputy Chief of Projects. As State Architect, he was a member of the 2009 – 2010 construction reform initiative panel that developed the recommendations that were introduced in the biennial budget.

Director Hickman noted that, “We have been working closely with DAS and the SAO on an implementation strategy which included establishing a single point of authority responsible for statewide implementation. Use of a single point of authority prevents confusion and will ensure consistency with this process.´ He went on to add that “Craig's background with OSFC, prior service as State Architect, and his work as a key member of the construction reform initiative makes him a logical choice to lead the State's implementation team. I was pleased that DAS, SAO, and OSFC agree that Craig Weise is the right individual to lead this important initiative.”

Weise holds a Bachelor’s degree in Architecture from the Lawrence Technological University, and Master’s degrees in Architecture and Engineering from the University of Michigan and an MBA from the University of Wisconsin. He served as State Architect from 2007 – 2011 and was an employee of OSFC in several positions between 2000 and 2007.

Established in 1997, the Commission is responsible for administration of the state’s school construction and renovation program. The Commission is currently working with, or has completed all necessary work in, nearly two-thirds of the state’s 613 school districts.

On September 10, 2012, the Commission was consolidated with the Office of the State Architect to form the Ohio Facilities Construction Commission. The Ohio School Facilities Commission continues to exist as a separate commission within the new agency, focusing on funding Ohio’s comprehensive K-12 school construction program.
