Commission Director Announces Retirement

October 23, 2014 (COLUMBUS) The Ohio Facilities Construction Commission (OFCC) today accepted the retirement announcement of Richard M. Hickman, the agency’s executive director, effective October 31, 2014.

Hickman has served as executive director of the Commission since its inception in September 2012. Prior to that time, he served as executive director of the Ohio School Facilities Commission. His other public service includes positions as Assistant Director of the Ohio Department of Administrative Services and Public Service Director for the City of Columbus. Hickman's private sector experience spanned over 25 years in the airline industry, including 12 years as General Manager for Trans World Airlines’ Central Ohio district operations.

At their meeting today, Commission members passed a resolution honoring Hickman on his retirement and praising his leadership, commitment and exemplary service on behalf of the Facilities Construction Commission, the School Facilities Commission and the State of Ohio.

Hickman has a Bachelor of Science degree in Business Administration and Industrial Management from Franklin University. He is a resident of Westerville

Established in 1997, the Commission is responsible for administration of the state’s school construction and renovation program. The Commission is currently working with, or has completed all necessary work in, nearly two-thirds of the state’s 613 school districts.

On September 10, 2012, the Commission was consolidated with the Office of the State Architect to form the Ohio Facilities Construction Commission. The Ohio School Facilities Commission continues to exist as a separate commission within the new agency, focusing on funding Ohio’s comprehensive K-12 school construction program.
