Project Administration

The OFCC Projects Division directs the construction process for K-12 school districts, higher education, and state agency projects by coordinating and administering the design and construction phases. It is organized into two sections, one dealing with primary and secondary education projects, and a second that addresses projects for state-supported colleges and universities and state agencies.

Project managers lead the project team and oversee the budget, schedule, and overall progress of a school district’s construction project. They monitor design conformance with the state contract and document language (as applicable), the provisions of the Ohio Facilities Construction Manual (OFC Manual) and the Ohio School Design Manual (OSDM), and all relevant design and building codes. The project managers review progress of design and construction, and troubleshoot and expedite projects as they progress through various stages. The Projects staff facilitates conflict management, dispute resolution, and problem solving during all phases of the project.

The Ohio School Facilities Commission oversees the planning and development function for the agency's public K-12 school renovation and building initiative, while the actual construction is overseen by OFCC. Projects are funded through a number a programs, including the Classroom Facilities Assistance Program (CFAP), the Expedited Local Partnership Program (ELPP), the Exceptional Needs Program (ENP), and several other programs.


State Agencies

Program services offered for state agency facilities construction include: capital planning, project administration and criteria design services for design-build projects. OFCC has both licensed architects and engineers on staff to serve owners depending on specific project needs. The funding for capital improvement projects comes from a direct appropriation from the General Assembly.

Facilities Services offered by the higher education segment include: capital planning, project administration and the higher education certification program. The funding for state-supported college and university capital improvement projects comes from a direct appropriation from the General Assembly. OFCC has both licensed architects and engineers on staff to serve owners depending on specific project needs.
